Realizing Paperless Office, Buleleng Regency Government Immediately Implement E-Mail
Welcoming the Industrial Era 4.0, the Buleleng Regency Office of Information, Coding, and Statistics (Kominfosanti) will apply E-Letters to all agencies within the Buleleng Regency Government Scope (Pemkab). This step is taken to realize office activities that do not waste paper or paperless office.
This was revealed by Ketut Suwarmawan when met on the sidelines of reviewing the training of E-Mail operators at the Computer Laboratory of the Kominfosanti Office of Kab. Buleleng on Friday (20/8).
Furthermore, Suwarmawan explained that E-Surat is an application that allows the process of correspondence in government to be done electronically. This application has advantages over conventional correspondence processes because it is easier and more economical. After all, letters are made digitally. E-letters can be applied to smartphones because they are based on Android.
According to Suwarmawan, the E-Letter application is a follow-up to the application that his party previously developed, namely Electronic Signature (TTE), which has not been implemented optimally in the Buleleng Regency Government Scope because there are several shortcomings.
"There are things that don't support it, for example it can't be signed anywhere and if the file is large it's also a bit heavy," he explained.
To overcome this, his party designed an E-Surat with several features that overcome this problem.
The presence of E-Letters, said Suwarmawan, can complete Electronic Signatures (TTE) so that the combination of the two can realize the implementation of paperless offices in the Buleleng Regency Government.
This, according to him, is a necessity in this digital era, especially at this time employees work as a Work From Home (WFH) so that direct contact needs to be minimized. Therefore, the application of this E-Letter can be a solution for employees who work on a WFH basis.
"So we can do homework at home, we can correct at home, can do disposition from home, sign letters at home," he explained.
To maximize the understanding of the ranks of the Buleleng Regency Government in implementing E-Letters, the former Head of the Protocol and Communications Division of the Leaders has provided socialization to regional officials, regionally-owned enterprises, sub-district, sub-district and village governments.
In addition, his party has also held training for E-Mail operators so that they can operate the E-Mail application properly. The material provided is the introduction of the E-Letter application work system, both incoming and outgoing letters.
After receiving training, the E-Mail operators can implement the application properly, so that the Buleleng Regency Government can immediately implement the paperless office.
The Buleleng Regency Government Programs the Handling of Uninhabitable Houses of 378 Units.
The program for handling uninhabitable houses was launched by the Buleleng Regency Government this year. Through the source of the Special Allocation Fund (DAK) and APBD with a total amount of Rp. 5.5 billion for 378 units. This was conveyed by the Head of the Buleleng Regency Housing, Settlement and Land Office, Ni Nyoman Surattini, ST when met in his office on Friday (20/8)
Furthermore, Kadis Surattini explained, for DAK sources with a total of 140 units of Rp. 2.1 billion for the physical alone. The range is around 20 million per unit. For this DAK, we have met the target of disbursing 3 times, namely the allocation of 25%, 40% and 35%. "We from the Perkimta Office were the first to act, hopefully we can increase the progress of DAK in Kab. Buleleng," he said.
As for the APBD, there are 2 types of programs that we handle, namely 128 units of self-help houses and 110 units of disaster victims' houses. The total budget is Rp. 3.4 billion. This program is still in the development process.
Regarding the mechanism for receiving assistance, Surattini said that all data were proposals from the village through the development plan deliberation (Musrenbang). For example, if something is scattered, the Village Head can propose it through the agreed criteria, after that his party will input it through the e-RTLH database from the center. The main requirement for recipients of this assistance is to have a valid land title so as not to cause problems in the future, besides that the house they live in is also unfit for habitation.
He also explained the constraints experienced due to limited cash flow and that limits us. As for the DAK, there is time for the distribution, but we still do the administrative work first. "We have completed all the administrative processes, so now we just have to wait for the cash flow," he added.
Surattini hopes that with this program so that all processes can complete 100 percent progress and are objective, meaning that both the Disperkimta, Pemdes, and beneficiaries are equally responsible so that this assistance is right on target.
